When the state wanted to determine the level and effects of noise in areas bordering Interstate 10 throughout the New Orleans metro region, THA created a Public Involvement and Outreach campaign that spoke directly to the people, literally. THA’s creative team directed the production of an original video using unscripted interviews with homeowners who shared their views about living with noise barriers in their respective communities. Since the video gave residents and stakeholders an idea of what to expect of the mitigation project, it was well received and became a focal point at community meetings, charettes, and media events.

In keeping with THA’s inclusive public involvement and outreach plan, stakeholders and residents were introduced to the types of materials and style options for noise barriers, and asked to participate in a selection process during the series of charettes. THA also scheduled public hearings, issued newsletters, developed a project database and mailing list, maintained a question/information line, and coordinated both media and legislative communication protocols for the project.
