As a major sign of the region’s immense recovery effort, the repair and enhancement of Hurricanes Katrina and Rita damaged streets in the New Orleans region has been one of the greatest indicators of renewal. With a budget of $90 million to repair more than 60 roadway segments in three parishes, Pathways to Progress (formerly the South Louisiana Submerged Roads Program) has been a combined effort of the Federal Highway Administration, Louisiana Department of Transportation and Development, New Orleans Regional Planning Commission, City of New Orleans, City of Kenner, and Jefferson and St. Bernard Parishes.

Understanding the challenges involved in reaching the hundreds of thousands of people who would be impacted by the program, THA implemented a comprehensive public outreach plan that began with the development of a program brand, logo and templates, a program overview, talking points, and frequently asked questions. As part of the project team, THA continues to coordinate field assessments of the project areas, neighborhood information meetings, ground-breaking and ribbon-cutting ceremonies, elected officials briefings, media relations, as well as operation of a telephone information line.
